— The Directorate General for Energy Policy and Mines on June 19 rejected Helioceratops Invest's application for prior administrative authorization of the 62.79 MW As Fenteiras wind farm and its evacuation infrastructure in A Cañiza and Covelo, Pontevedra, citing an unfavorable environmental impact declaration.

The Directorate General for Environmental Quality and Assessment issued that declaration on Nov. 28, 2025. According to the resolution, it identified possible significant negative impacts on the environment for which the proposed measures did not sufficiently guarantee prevention, correction or compensation.

The resolution said the environmental body's conclusions are binding on the deciding authority because the declaration is a determining report under Law 21/2013 on environmental assessment.

Red Eléctrica de España told the Ministry for the Ecological Transition and the Demographic Challenge on Jan. 29, 2026, that the project's access and connection permits had expired, according to the resolution. The grid operator said the developer had not shown it obtained a favorable environmental impact declaration within 31 months of receiving the access permit, as Royal Decree-law 23/2020 requires.

The project had obtained permits to connect to the transmission grid at the Fontefría 220 kV substation, the resolution said.

Helioceratops Invest was notified of the proposed rejection on May 11, 2026, and replied on May 21, 2026, that it agreed with it, according to the resolution. The directorate also ordered file SGIISE/PEol-830 closed.

The resolution does not end the administrative process and may be appealed to the Secretary of State for Energy within one month from the day after its publication in the Boletín Oficial del Estado. Without an appeal in that period, it becomes final.

Helioceratops Invest filed the application on July 25, 2022, and the directorate confirmed on Aug. 8, 2022, that it had been submitted and admitted for processing.
