— Columbia Gulf Transmission, LLC has asked the Federal Energy Regulatory Commission (FERC) to authorize its Clark Project in Kentucky, which a FERC notice says will provide firm transportation service to East Kentucky Power Cooperative, Inc.'s J.K. Smith plant.

Columbia Gulf filed the application on Oct. 20, 2026, under section 7(c) of the Natural Gas Act. The company estimates the project's total cost at $95,204,268, according to the notice in Docket No. CP27-9-000.

The project consists of approximately 8.68 miles of new 30-inch-diameter greenfield pipeline, an aboveground tie-in to Columbia Gulf's existing mainline and an aboveground meter station, all in Estill and Clark Counties, Kentucky, the notice said.

FERC said the project will provide approximately 250,000 dekatherms per day of firm transportation service to serve the existing J.K. Smith electric generation plant.

Columbia Gulf proposes to apply its existing FTS-1 base system recourse reservation and commodity rates to the project and requests a predetermination of rolled-in rate treatment, according to the notice.

Columbia Gulf stated that the project requires a water quality certificate under section 401 of the Clean Water Act from the Kentucky Energy and Environment Cabinet, Department of Environmental Protection, the notice said.

Within 90 days of the notice, FERC staff will either complete its environmental review or issue a Notice of Schedule for Environmental Review. The deadline for motions to intervene, protests and comments is 5:00 pm Eastern Time on Nov. 24, 2026.
