Brazil's National Electric Energy Agency (ANEEL) approved the notice for Auction No. 5/2026-ANEEL in a resolution signed Oct. 27, setting up a capacity reserve auction to contract electric power from new Energy Storage Systems (SAE), with supply starting Aug. 1, 2028.

Ratification Resolution No. 3,616 was published in Brazil's Diário Oficial da União on Oct. 29. It takes effect on its publication date, according to the resolution.

The auction is the 2026 Capacity Reserve Auction in the form of Power - National Storage. It includes the concurrent issuing of an authorization or adjustment of an existing grant, according to the resolution.

The resolution also sets, in its Annex I, reference Distribution System Usage Tariffs (TUSDg) for the specified storage systems that take part in the auction. The tariffs are set at June 1, 2026 prices and are applied in billing for the portion associated with injection into the grid.

The reference tariffs apply only to storage systems that win the auction and connect at 88 kV or 138 kV. They also depend on technical qualification of the project by the Energy Research Company (EPE), on registration and on the posting of a bid guarantee, the resolution said.

The tariffs, updated by the IGP-M general price index, will apply for 10 tariff cycles of the distributor the storage system connects to. The first cycle is the one that includes the supply start date in the auction notice.

The tariffs do not include the PIS/Pasep and Cofins taxes, nor the CBS and IBS taxes, according to the resolution.

The resolution was signed by ANEEL Director-General Sandoval de Araújo Feitosa Neto. The guidelines for the auction were set in Normative Ordinance GM/MME No. 136 of June 1, 2026, from the Ministry of Mines and Energy (MME).
