China's energy regulator and three agencies issue gas turbine development guidance
BEIJING, Oct 16 — China's National Energy Administration (NEA) and three other agencies issued guidance on Oct 16 to promote innovation in gas turbines, aiming by 2030 for domestic capacity to develop and manufacture complete units and key components.
By 2030, the guidance, document No. 86 of 2026, aims for a self-controlled industrial chain spanning research and development, manufacturing, verification and maintenance. It also aims to basically meet domestic needs for gas turbines for distributed energy and offshore oil and gas platforms, and for long-distance oil and gas pipeline compressors, and for phased results from pilot use of heavy-duty gas turbines in power generation.
The guidance calls for work on green hydrogen, ammonia and alcohol fuels, support for first-of-their-kind domestic units, and relatively stable natural gas prices for pilot projects using domestic gas turbines. State-owned enterprises that lead domestic gas turbine projects for demonstration and commercial roll-out may depart, as appropriate, from minimum rate-of-return requirements for investment decisions. Co-issuers are the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission of the State Council and the State Administration for Market Regulation.
