BOEM releases proposed sale notice for Gulf of America Lease Sale BBG4

The Bureau of Ocean Energy Management (BOEM) announced on Friday that it has made available the Proposed Notice of Sale for Gulf of America offshore oil and gas Lease Sale BBG4, with bid opening currently scheduled for March 10, 2027.
The Proposed Notice of Sale (NOS) describes the proposed size, timing and location of the sale, according to the notice published in the Federal Register. It also covers lease stipulations, terms and conditions, minimum bids, royalty rates and rental rates, which the notice said are required by Section 50102 of the One Big Beautiful Bill Act (OBBBA) for this sale.
The proposed sale is for oil and gas leasing on the Gulf of America Outer Continental Shelf. The notice said the sale will be held under the requirements of the OBBBA.
Under Section 19 of the Outer Continental Shelf Lands Act, the Secretary of the Interior gives governors of affected states and the executive of any affected local government the chance to review and comment on the proposed notice, BOEM said.
Those comments on the size, timing and location of the sale must reach BOEM by December 8, 2026, according to the notice.
BOEM said it will publish the Final NOS in the Federal Register at least 30 days before bid opening.
The notice was signed by Michael D. Olsen, acting director of the Marine Minerals Administration (MMA). It says Secretary's Order 3451 created the MMA and moved the authorities and functions of the former BOEM and the Bureau of Safety and Environmental Enforcement into it.
