EPA issues 2027 HFC allowances, revokes some from Solstice and FluoroFusion

— The U.S. Environmental Protection Agency (EPA) said on Tuesday it has issued calendar year 2027 allowances for hydrofluorocarbon (HFC) production and consumption, and has revoked or withheld allowances from specific entities under its administrative consequence rules.

Under the phasedown schedule, total 2027 production allowances may not exceed 229,521,263 metric tons of exchange value equivalent (MTEVe), and total consumption allowances may not exceed 181,522,990 MTEVe, according to the notice.

EPA revoked 1,144,200.0 MTEVe of consumption allowances from Solstice Advanced Materials US, which the notice says was formerly known as Honeywell International. The revocation took effect on Aug 7, 2026. EPA said the company imported regulated HFCs without expending the requisite number of allowances.

The agency also revoked 1,841.2 MTEVe from FluoroFusion Specialty Chemicals for the same reason, effective Sept 30, 2026. EPA said this was the second administrative consequence issued to the company.

EPA withheld 2,291.3 MTEVe of application-specific allowances from Wolfspeed for failure to submit an auditing report. The agency said it will keep withholding them until the report is submitted and verified.

EPA said it also issues application-specific allowances to the U.S. Department of Defense for mission-critical military end uses.

Petitions for judicial review must be filed by Dec 7, 2026.
